Tom has been giving regular updates in the NG News, so don't worry they didn't forget about it.
A lot of things may have delayed the results, releasing week 7, getting ready for the kickstarter launch, Newgrounds crashing due to increase of traffic, making sure the submission isn't stolen or contain anything copyrighted, etc.
As for the number of submissions, there are currently around 350+ submissions on the Friday Night Funkin Jam Collection (https://www.newgrounds.com/collection/fridaynightfunkinjam_1).
